"Dindo lost because Robles clan is bigger"

That is, if we have to believe the account of former Mayor Dionisio Donato Garciano’s classmate in Doctor of Public Administration class in UP Diliman.
Here’s an entry in the blog “The Emergence of the “Marikina Way”" in the article “Comparative Development Administration:Marikina” by Professor Sofronio Dulay:
“Then came the presentation of ex-Mayor Dindo Garciano of Baras town of Rizal Province about his approach in governance. What is pointedly revealing is the question of Dean (Alex) Brillantes on why does this Garciano lost in the election and what now is the prospect of the sustainability of his programs. Garciano said that he lost because his opponent, his former vice mayor, has a bigger clan and he thinks that his program will never be sustained by the new mayor. So, it is not about programs after all in politics. Also, one thing that will not be continued is his vision mission statement because it has the acronym of D.I.N.D.O.”
Let’s just assume for the purpose of this article that the professor’s account is true, and that what is being referred here as “Garciano lost in the election” is the 2004 polls. Garciano ran in 2007 but it was the congressional representative post, so it was a totally different arena.
I disagree to Garciano’s claim that he lost to Wilfredo Robles because the latter has a bigger clan and thus has a bigger influence. I would say that a bigger clan is really helpful in one’s candidacy. People tend to vote to whom they have affiliations with, either in the form being a member of an organization or, by being a kin. But to say that having a big clan is the only reason why he lost is easily debunked. We live in a rural area where everybody knows everybody, and that everyone seems to be a kamag-anak of this and that politician. It’s not surprising then that a voter belongs to the Lakas-NUCD party and yet, he is a kin of a politician in the National People’s Coalition, or worse, that voter is a kin of Garciano and Robles. For all we know, even candidates themselves are members of the same clan yet they oppose each other. So there must be another reason, which we can’t tell yet, on why Garciano lost in the 2004 elections. Could it be the claim by the Robles party that Garciano wasn’t a lawyer? Was it the corruption charges? I don’t know for sure.
One thing that I admire with Garciano was him having a vision and plans for Baras. Early on, he already envisioned of a “Baras Commercial Complex” near the new municipal hall. I have recordings of the campaigns of both parties and I would say that much of Garciano’s speeches are focused on his plans, while the other party dwelt on why Garciano should not be voted. Of course, I could be easily attacked here by saying that any candidate can put up a tarpaulin containing your plans. Having a promise and not being able to fulfill it 100 percent is better than having no plans at all. If you just want to keep the status quo, then that politician is not an agent of change. If he says that he will just support the projects of the official higher than him, then that candidate is lazy and could not think for himself.
I also agree that politics is not all about programs. I would even say that programs is the least people think of when they vote. What people want to know is how a politician can be utilized for their personal gain. They want to know if this person is “madaling hanapin at madaling lapitan” regardless of what their requests are – pampalibing, pam-birthday, pambubong, pampabunot ng ngipin, etc. Politics is not all about programs. It’s about the personalities.

Di na po sana ako mag cocomment, pero bilang isang natulngan ni Mayor Dindo na magaral ay masakit sa akin na mabasa ang mga sinulat dito. Tungkol sa GSIS, sa kaliitan ng ating pondo bilang isang 4th class municipality, sadyang magkakaroon ng malaking kakulangan para sa mga lehitimong gastusin sa ating bayan, kaya ang alam ko ay nagpatupad ng isang cash management policy si Mayor Dindo upang pagkasyahin ang kakarampot nating pondo. Ng mabasa ko itong blog na ito ay agad agad kong kinausap ang isa sa malapit na lider ni Dindo, at sinabi niya na sa panahon pa ni Mayor Bayani Ferrera, Mayor Latigo, at Mayor Robert, ay meron ng balance sa remittances ng gsis. Sa panahon ni Mayor Dindo, siya ay nakipagusap ayon sa kaniyang lider sa gsis upang magkaroon ng partial remittances para sa cash management na pinayagan naman ng gsis. Ito ay normal na ipinakikiusap ng mga mayor lalo nat galing sa maliit na bayan. Tungkol naman k Engr. Querubin, waalang kinalaman si Mayor Dindo sa pagkakatanngal niya sa munisipyo. Ito ay hatol sa kanya ng Sandiganbayan dahil sa kasong demolition ng nga squatter sa Pinugay.Panahon pa ni Mayor Robert ang kasong ito. Nahatulan din si Mayor Robert ng Perpetual disqualification to hold a public office dahil sa kasong ito na ifinile ng mga squatter, hindi pa Mayor si Dindo. Binigyan pa nga siya ng Abogado ni Mayor Dindo para ayusin ang apela ng kaso niya. Sana po ay masinsin muna natin usisain ang mga tunay na nangyari bago tayo gumawa ng mga masasakit na mga paratang. Salamat at pinatunayan ni Herbert ang mga sinabi ko na wakng kinalaman si Mayor Dindo sa pagkatanggal sa municipio ni Engr. Querubin. Ang sabi po ng lider ni Dindo ay minarapat ni Engr. Querubin na kunin na lamang ang kanyang terminal pay at retirement benefits kaya nagkaroon ng bakante sa position na Municipal Engineer.Nasagot na ang isang malisiosong accusation k Mayor Dindo.Maraming Salamat!!

on kane: Sino man ang lider na tinutukoy mo pwede ba pakisabi na wag nya ilihis ang issue. Tama ka, kung nagkaroon man ng cash management policy si Dindo, okay lng yon. Kaya lang ang tinutukoy ko, ang mga GSIS contribution at Loans ng mga empleyado na kinakaltas sa sweldo nila. Pera na ng mga empleyado yon. Pinaghirapan na nila yon. Na ibabayad nila sa GSIS contribusyon at bayad sa mga loans. Bakit kasama ba sa Cash management Policy na sinasabi mo ang contribution sa GSIS na mga empleyado na kinaltas na sa sweldo nila? Binanggit mo din na nangyayari talaga yon kahit noong panahon ni Mayor Bayani, Latigo at Robert. Di ko yata narinig na umangal ang mga empleyado noon dahil di nabayaran ang kanilang GSIS contribution. Nito na lang maupo si Dindo na pati mga Konsehal napailing dahil maging ang kanilang mga GSIS contribution ay hindi naibayad. Sino ba nagpapayo sa yo nyan at di ka natuturuan ng tama? Bakit? kelangan pa ba i manage ang sariling pera ng mga empleyado? One more thing, wag mo akuin ang kredito sa pabkakapublish ni Herbert sa Reverse CA decision ng Ombudsman Rules tungkol sa naging Case nina Querubin. Did he told you the reasons of posting the articles to prove that am wrong? Am just stating facts…Kung talagang tinulungan nya si Querubin inantay nya dapat ang resulta ng Court Of Appeals na sabi mo kay Dindo galing ang abugado. Kasi kilala ko ang abugado na humawak sa kaso nila. Noong bago pa lang ang kaso na yon, ang yayabang ng mga leader ni Dindo. Si Dindo daw ang lumakad sa Ombudsman para makasuhan sila Robert, Ruba at Querubin ng Human Rights Violation, tapos ng nanalo sa apela sasabihin nyo si Dindo ang tumulong. ANO BA YAN? Bakit di nyo tugisin ang taong nagpakalat ng balita na di daw abugado si Dindo? Mas mabigat na issue yon, Kesa dito sa Blog ko. Isa pa puntahan mo si Ritog, itanong mo kung saan nya dinala ang CPU ng Mayor’s Office nung panahon ni Dindo? Naibalik nya ba? Pera ng munisipyo ang ibinayad dun. Bakit kelangan nila itago? Bakit, takot ba sila sa multo nila? Lastly, my opinion why Herbert posted the CA decision is to give us the correct information. Most importantly, i am focusing on the date the decision was issued.

Para sa mga nainiwala, hindi na kailangan ng ebidensiya para maniwala; Para naman sa mga hindi naniniwala, hindi magiging sapat ang kahit anong ebidensiya para ito’y maniwala. For the believers, no proof is necessary to believe in ones truth; For the unbelievers, no amount of proof can be sufficient to accept the truth.Naipaliwanga ko na ang side ni Mayor Dindo sa mga ibinatong paratang sa kanya ni critic na mukhang isang mataas na opisyales sa munisipyo na galit kay Mayor Dindo. No amount of explanation can make him or her stop!!

To Kane: First of All, try to read again the Reverse Ombudsman ruling by the Court of Appeals vs. Baras Municipal Officials. Most importantly the date of issuance, and the date of filing. FYI, I am not municipal employee in Baras, nor a politician. But rather, a private citizen who happens to know the skeleton on the closet of Dindo and among others
. I was not born in Baras but I happen to live long enough to know how misinformation can lead to ignorance and mediocre state of mind. Before you insist on your own opinion and belief make sure you have the correct facts and right information. You will always be entitled to what you believe but i suggest keep it to yourself since its always embarrassing if you wake up and you’re on the wrong side of things. Am happy for you Kane for what you have benefited from Dindo on your education. But It’s not enough for you to defend him just bcoz you want to boost his image or return the favor coz you’re in debt or may UTANG NA LOOB. Its pretty hard to twist facts and in truth reality bites. One more thing, how sure are you that money spent on you really came from his pocket? I don’t think so, maybe from the coffer of the municipal government. For all we know little knowledge is dangerous and that is what you are. Just thinking out loud and I hope am wrong… For one, I have nothing against Dindo as a person cause he is my friend but to allow him again to be a public servant in Baras is like hitting a stone unto your head. The truth about Querubin is never a big deal for me… What i am focus to date most importantly is the management of GSIS loans payment and contributions during his time, that affects the claims of some employees who mature their contributions to GSIS. Hope that experience serves us a lessons to learn. Now i post this blog in English to let Kane understand, maybe she cant relate in simple tagalog/pilipino. And for the majority of the people in Baras, no amount of trust for Dindo, no more next time.

Dami po akong n22nan ng mabasa ko ang “blog”. Una di ko gaanong kilala si Dindo at si mayor Robles pero sa tingin ko ay tama si critics na di dapat i-boost ang isang tao dahil lang sa utang na loob kung hindi naman niya masyadong kilala ang ipinagmamalaki niya lalo na kung halos alam ng marami ang mga hindi magandang nagawa niya. (kung totoo man)
Malaking kawalan sa isang karaniwang mamamayan ang mawala ang benefits na matagal na niyang hinuhulugan tulad ng SSS or GSIS.
Kung totoo man ang binibintang na ito kay former mayor Dindo ay hindi talaga dapat na kumandidato siya uli dahil bistado na.
Mas nanaisin pa ang isang karaniwang mayor na marunong makisama kaysa mayor na pangsarile lang ang gagawin hindi pangpubliko.(corrupt)
..Alam ko po hindi ko alam pa ang lahat ng issue pero marami na din akong narinig na prueba.
… Patuloy ko pa rin susubaybayan ang tungkol sa issue na ito bago man lang dumating ang susunod na eleksyon.

I’ve said my piece on this issue. There is no need to glamorize gossip which at best is what the previous blogs are,nothing more. I believe the results of the elections will settle all the issues that has been maliciously thrown against Mayor Dindo, and the campaign will be a good opportunity for him to prove his detractors wrong. Good luck to Mayor Willy, but I am very positive that after Mayor Dindo has spoken and clarified these issues,he will surely be our next Mayor come June, 2010. Salamat po.

Naku ako din hindi pinanganak sa baras but i was fortunate to know and be acquainted with people in baras. nakkitak o kung panong ang munisipyo ay napaligiran ng madamign body guards at bago ka makarating sa tanggapan ng punong bayan eh ang daming tao mogn dadaanan. saksi din ako sa pagkalugmok ng bayan sa malaking utang. sa baras lamang ako nakakita na ang mga konsehal ay halos makihingi ng awa sa mayor para lamang makasahod. ngayon, bagamt hindi ganoon kabilis ay unti-unti ng nakakasabay na ang baras sa pag unlad ng mga karatig bayan. salamat at nabuksan na unti unti ang isip ng mga mamamayan ng baras. salamat at madali ng makalapit sa mga pinuno ng bayan.MABUHAY ANG BARAS!!

Tama ka Neopolitics. Di lang yon, halos kasuraan din ng mga kapwa nya Mayor ng Rizal. Panu di masusura eh pag nagpupunta sa Capitolyo, ano panama ni Gov. Nini Henares sa kanya noon. Sa dami ng body guards at pinapayungan pa na akala mo Haciendero nag iinspect ng kanyang Hacienda sa katanghalian. Tapos babanatan pa ang mga empleyado ng salita “AKO ANG MAYOR DITO AT AKO ANG DAPAT MASUNOD. MAG MAYOR MUNA KAYO.. KUNG GUSTO NYO KAYO ANG MASUNOD…” Asal ba yon ng isang PUBLIC SERVANT…??? Ang isang Public Servant naglilingkod para sa taong bayan, at Ama ng bayan… Isipin nyo na lang mga kapatid na taga Baras, Noong nakaraang election ng 2007, sino ba sa mga nagkandidatong Mayor ang nag endorso sa kanya ng meeting di abanse nya? Meron ba?? Pano e nasusura sa kanya. Sabi pa ng isang kanditong Mayor, “BAKIT AKO SASAMA SA KANYA, SA DAMI NG TAONG GALIT BAKA PATI AKO HINDI IBOTO PAG MAKITA KASAMA NYA.

hindi lamang yun..mayroon pa akong nalaman ukol sa mga iskolar ni Dindo. Ang pondo pa lang ginamit sa scholarship rogram kuno ni Dindo ay mula sa pangulong Gloria pero hindi man lang sinabign pondo ito ng palasyo.Inangkin lahat.Hindi pa dun natatapos dapat ito ay nailagay sa kaban ng bayan ng baras pero ang ginawa ay personal na hinawakan ni Dindo.

Si Dindo ay mistulang ampaw na puro pangako. Saksakan ng yabang. Di naman umubra kay Gatlabayan. Trapo ang estilo. Di naman masamng mangarap. Kung may pera ka talaga pwede ka tumulong sa BAras kahit di ka tmakbo mayor. PEro ano nangyari? Nang natalo ka ang presensya mo ay naglaho na. Palagay ko Banners lang ang ambag mo sa sistema ng politika ng Baras. Who cares if ur from UP? I don’t think you have a heart of a genuine isko ng bayan. Isa kang co√±o nagpapanggap n masa. Di ka bagay dito. Magpakasasa ka na lang sa salapi mo.
