SB Reacts to Unsigned Letter
Here are the reactions of some Sangguniang Bayan members on the unsigned letter that was read in the session last Monday. The letter talked about some traffic issues in the town, specially in Barangay San Juan.
Except for the interview on Councilor Renato Llagas, I did not seek for their comments. I merely captured and recorded what they said during the session.
Councilor Ramon Matignas: Ang question d’yan, bakit hindi niya inilagay ang pangalan niya? It is nothing but a mere scrap of paper. Hindi niya pinaninidigan ang sinabi niya.
Vice Mayor Armingol Pilapil Jr.: Tama ang sinasabi niya. Kung ito man ay walang nakapirma, ating pag-aralan ang laman.
Councilor Romulo Diñozo: Yung ating mga ordinansa, ating aaralin. Sa pagpapatupad ng mga ordinansa, pwede nating ipatawag ang mga barangay council.
Councilor Mario Mendoza: Pulungin natin ang ating mga kapulisan… mga barangay tanod.
Association of Barangay Captains President Solomon Vallestero: Ipasa po natin sa komite.
Councilor Renato Llagas: Tama naman yung sulat. Hindi dapat siguro bigyan ng negative aspect kasi constructive naman siya, although merong kaunting pitik.
If this will be the reaction of the SB on letters of criticism delivered to them, we might as well send them letters every Monday. I mean, it seems that all it takes is a letter to wake them up.
However, I also have some reservations if the letter should be brought to the SB. The local legislature enacts the law, but it is the executive department or the mayor that should effectively implement the law. He oversees the police and is in constant communication with the barangays, so how come that the laws passed by his peers were not properly enforced.

I passed thru that streets on a saturday when there was tiangge and very noticeable were the parked vehicles along the national road that added to the traffic. I told myself, the only positive effect was the feeling of a very busy atmosphere because of the traffic. But when you seriously observe the market, you could notice pocket buyers who are either Makati employees, municipal employees, or relatives of Overseas people. Saan mo makikita ang mga maralita? Sa mahabang pila ng NFA rice na ang presyo, pinatungan pa!!! Sa Antipolo, mga naghuhukay, sa kainitan ng araw, upang tumaos ng kahit P200.00. Sa mga bakuran, mga nagtatanim ng sari-saring gulay upang maging ulam. Sa lawa at kangkungan, nagbabaka-sakali kahit kaunting huli. Sa mga tindahan, nagmamaka-awang makautang, kahit de-lata. Yung iba naman, tinutulugan na lang ang pagkagutom. “Breakfast In Bed” ika nga. Sa DFA, mga nakatayo sa mala-ahas na pila, maka-alis lang ng bansa. Sa bangketa, lumuluha sa kawalan na ng pag-asa. Sa inuman, mapawi lang ng alak ang kalungkutan. Sa mga pulitiko, nagdedelihensiya ng pang-bayad sa matrikula.
Then, you read in the dailies, politicians having their dream line-ups for 2010. Their Assets unfairly increased during their terms. Si Juan dela Cruz, gagamitin na naman sa susunod na eleksiyon. Sabi nga ni Ninoy, ” THE FILIPINOS ARE PATIENT!! SHALL WE WAIT UNTIL THE PATIENCE SNAPS???”

I wonder who among those in the positions are really qualified. It is understandable that to serve your people, one must have the skills and compassion to name a few. To have an effective municipal system, continual improvement is necessary.. In order to reach this phase, sana isapuso nila ang policy they implemented; bawat policy, kailangan ng mga mag-iimplement ng brains and capabilities to plan. Kapag wala nito, how can anyone implement the rules at paano nila ito maipa-ooperate constructively? Kung wala silang skills and thorough understanding how to fulfill their positons, paano sila makakapag-implement ng corrective actions? At sino sa munisipyo natin ang nasa posisyon para magampanan ang management review? Sana meron kasi this is important para mabalik-tanaw ng mga nakaupo kung ‘yun bang mga pinag-sasabi at inimplement nila noong mga nakaraang taon e effective ba o hindi.. Kung hindi effective, aba e dapat aksyonan!

Kulang ba ang mga nakaupo sa seminar para matutunan ang dapat o kulang sila sa talino para makaunawa?

Honestly- reading the transcript of their meeting, para silang nagpapatakbo lang ng isang sitio.

No wonder, the town’s progres has not prospered from being a sitio…if this how our leaders discuss matters; even if its trivial, tsk tsk..
