Making business easy
Posted on January 4, 2009, 6:21 PM under GovernmentI read somewhere that one of the reasons other countries progress economically was because of business-friendly atmosphere. This is basically creating an environment that makes doing business easy and with less bureaucracy in the government. Can we have it in Baras?
Most of the businesses in the town are sari-sari stores, with some hardware and general merchandise stores, drugstores, school supplies and a few resorts and restaurants. The municipality could perhaps makes things easier for them to renew their business permit and other clearances this January.
I would suggest that on the second week of January (when everyone’s dwindling down from the holidays), the local government set up a “one-stop shop” business license renewal service in the municipal hall. The fire and health departments should be there to issue their respective licenses. So that business owners need not to go to the barangay hall, the barangay secretaries should also be in the municipality to issue the barangay permit or barangay clerance. They could perhaps share typewriters since they may not be queuing anyway. Of course, the treasurer’s and the budget offices are already in the municipal so this shouldn’t be a problem. The departments concerned should have their own tables and numbers so people would know where to go to.
All the municipality need to do to encourage people to avail of this one-stop shop service is a massive promotion and information campaign. Have an announcement after every mass in the Catholic church (with the parish priest’s permission, of course). Barangay captains should use their manpower in providing handouts in each and every business stall, specially in Barangay Pinugay. The handouts should have a step-by-step guide on how to renew (or file) their business permit, documents needed and persons to look for.
The government could also post their forms in their website, for people who could not personally renew their permits.
They could also do the same for people who want to pay their realty taxes. Hopefully in this way, Barasenians will be encouraged to renew their permits and pay their taxes early. And hopefully too, our taxes will be used properly.

cno b nmn ang mag tatangkang mag tayo ng business sa baras kung alm nila na hindi ito ta2ngkilikin ng mga taga baras, dahil mas inu-unang tangkilikin ng mga taga baras ang sa ibang bayan, madami ng business ang na itayo sa baras pero may nagtagal ba?

may be this new year, there will be an optimistic feeling that businesses in Baras will be supported and carried out by local barasenians. this is for the revenue of our town.
huwag sanang mawalan ng pag-asa ang mga negosyante sa Baras. Let’s go in the positive ways, hindi panay negatibo na lang…….

Sometimes you can’t blame the people from going out of town to do their shopping, they just wanna save some. I think it’s a good challenge for the business owners and the government to do something on how to avoid out-of-town patronizing.
With regard to business license, hopefully the government would make it easier for the small business owners (sari-sari stores) to pay their license. I remember questioning the officer in charge on why they are computing the fees from the gross sales. If i make one peso out of 100 peso-sale and the other made also one peso but from a 10-peso sale, the two will totally pay a different figures there.
Well, hopefully things will get better. We all have to support each other for the betterment of our town!

The market patronage is an issue where sustainable resolution must evolve from the consortium thoughts and efforts of our local government, vendors, and consumers from Baras. These economic sectors have their own vested interests and understandably they protect their turfs. Because of their competing strategies to advance their selfish goals, they seem to collectively failed. For vendors, instead of profit and growth, they face business downturn and extinction; for consumers, instead of savings, they immigrate to other towns and patronize neighboring vendors despite significant travel time and transportation costs; for government, instead of a healthy economy, they collect less taxes and face constituents’ apathy. Consequently, our beloved town Baras suffers.
As townmates, we have to balance our selfish interest for the benefit of the whole. We have to understand and respect everyone’s position and value and communicate with each other to find win-win common grounds. Let us work as a team and make Baras an economically healthy and prosperous town.
The problem is complex and can not be solved quickly. There are many initiatives that could be done, but, as starter, I offer humbly the following suggestions to improve the “ buy-sell “ situation in our town.
• The Mayor’s Office and Sanguniang Bayan should form an Economic Development Committee (Committee ) consisting of limited number of municipal and barangay officials, vendors either representing individually or representatives from “chamber of commerce” or business association, and representatives of consumers group.
• The Committee should identify its mission, goals, and action plans with timetable and deliverables. These include sectoral ( vendors, consumers and government ) goals and action plans.
• The Committee should regularly meet and assess its progress and accomplishments.
• Government ( or schools ) should provide basic training and education on how to operate a successful business.
We have civic, altruistic, and intelligent government officials, businesspersons, professionals, and townmates. Working together as partners and as a team, we can incredibly accomplish the goals and objectives we set upon ourselves.

i hope our local officials are checking on this site, because there are so many sensible comments by Barasenians all over the world posted on this site where they can get some ideas from their comments/suggestions and hopefully be able to translate some of them into action.

Yup! you’re right barasubas, you hit it bullseye! kaso ang problema sa mga local officials natin lagi nakatambay lang sa munisipyo, eh ang internet sa munisipyo isang computer lang ang meron, paano pa sila makakaisip na sumilip dito sa BRO tsaka di naman sila interesado dito mas gusto pa nila mag browse sa mga porn site heheheh!

ECONOMIC DEVELOPMENT COMMITTEE? WOW!!! Baras has Baras Business Council, a Farmers’ Cooperative, an association of fishermen, Municipal Devt Council, Association of Resort and Restaurant Owners, and a lot more!!!ANO NANGYARI?

obviously, our officials need some education on every issues we have in our town. some of them probably doesn’t understand or worse, has no idea on what they are in to. tipo bang masabi lang na sila ay officials and wearing their barong every flag ceremonies…

We should not have defeatist attitude and shrug our shoulders believing that we can not improve our business condition in Baras. I still trust in the ability of our kababayans and leaders to collectively solve our problems.
To put it simply, together, we should define the issues and problems and identify corrective actions, short and long term.
A town with anemic businesses will not prosper. Our town needs you all.

BRO is one of reasons (ibig sabhin marami pang ibang dahilan) why we should be proud to be Barasenians. Here, we can put all are thoughts,ideas and even criticism in one that will make our town a better place to live. Kung sino man ang nakaisip nito, you’re the man dude.

you know why? coz ur of those barasenians who used to complain about other people ideas on how to make our town develop but do nothing to help for it to be implemented. Baras is good place to start a business, kaso investors find it bad kasi tayo mismo ayaw itong suportahan.

The word business starts with a B. Same is true with Baras which begins with a “B”. Baras has a bounty of resources and talents.Baras can bring and lead a BREAKTHROUGH.
I think all that we need first is an appropriate space and avenue where these resources and talents can get promoted.

alam mo ganyan din sana ang gusto kong iparating sa mga taga barasenian who are officials in our town…so many things are needed to do,and to give an action,lalong lalo na sa mga nahihirapan sa buhay..na kahit ano pang sipag nila sa buhay…ay nahihirapan silang maabot ang mga gusto nilang gawin sa takbo ng kanilang buhay….so sana to all the officials in baras just do something more..and more…para sa baras…teamwork pls…we can achieve success if all the barasenian are helping and working together…share the perfect ideas para sa ikasasaya at ikakaunlad ng mga taga baras…
