Attendance Rating of Sangguniang Bayan

Much like the Congress, the primary function of the Sangguniang Bayan is to craft laws for the benefits of the majority. And like other law-creating bodies, attendance is important in the SB. In the call center industry, it’s one of the KPI, or key performance indicator.

The Sangguniang Bayan is composed of: Vice Mayor Armingol Pilapil Jr, the presiding officer, Councilors Renato Llagas, Jovita Cawicaan, Emmanuel Olano, Ramon Matignas Jr, Mario Mendoza, Romulo Dinozo, Jose Evangelista, Alfredo Ruba, ABC President Solomon Vallestero and Sangguniang Kabataan Federation Chairman Jefferson Ferrera.

    wow galing naman ni konsehal monet alang absent.magandang pangitain yan para sa bayan ng baras. napakagandang malaman na ang isang kabataang kasapi ng konseho ay nagpapamalas ng pagmamahal sa bayan.mabuhay ang baras.

    Magandang idea ito na ipublish ang attendance record nga mga public officials. Sana isama na rin accumulated total sa bandang huli. At kung pwede, isama narin ung summary ng mga issue na pinag usapan.

    Kinu-kompleto ko pa yung data ng year to date (YTD) nila, o yung attendance rating nila from July 2007 to June 2008. Medyo nag-aalangan lang ako kung anong passing. 75 percent? 80 percent?

    I wonder who among those in the positions are really qualified. It is understandable that to serve your people, one must have the skills and compassion to name a few. To have an effective municipal system, continual improvement is necessary.. In order to reach this phase, sana isapuso nila ang policy they implemented; bawat policy, kailangan ng mga mag-iimplement ng brains and capabilities to plan. Kapag wala nito, how can anyone implement the rules at paano nila ito maipa-ooperate constructively? Kung wala silang skills and thorough understanding how to fulfill their positons, paano sila makakapag-implement ng corrective actions? At sino sa munisipyo natin ang nasa posisyon para magampanan ang management review? Sana meron kasi this is important para mabalik-tanaw ng mga nakaupo kung ‘yun bang mga pinag-sasabi at inimplement nila noong mga nakaraang taon e effective ba o hindi.. Kung hindi effective, aba e dapat aksyonan!

    Kulang ba ang mga nakaupo sa seminar para matutunan ang dapat o kulang sila sa talino para makaunawa?

    Let us consider not only the attendance but the productivity of these guys. I DO NOT THINK THAT A COUNCILOR SHOULD BE PRAISED BY MERE ATTENDANCE. Why don’t mister moderato publish the list of laws, ordinances, etc that were passed, is being proposed, and most importantly IMPLEMENTED. Then let the discerning Barasenians decide. =)

    This is a privately owned and operated website, so it’s up to the municipal government to find their own means on how to publish the local laws the councilors enact.

    I must have read in previous blogs that this web is funded by the municipal government. Well at any rate, since this web has posed (unoffcially or not) as the offcial website of Baras, Rizal, I agree with Manananambol that the laws, ordinances, passed which is a matter of public concern must be posted.

    Oh since the aspect of an offcial website has been mentioned, does not the municipal govt. have an offcial website? If none, how does it comply with the mandatory provisions of the Govt. Procurement Law, where all Invitations to Apply for Eligibility and to Bid (IAEB)must and mandatorily be posted in the website of the procurement agency, and the Philippine Government Electronic Procurement (PhilGeps) website for transparency. If not followed, this is clearly Graft and Corruption.

    In 2006, the municipal government paid P 20, 000 to a group of FEU students to create the website. I think it was barasrizal.sme.ph. In my opinion, it was a wrong decision on the part of the Office of the Mayor. Website is no longer existent, it was poorly designed, no valuable content when I saw the website. I hope they could tap a Barasenian to reformat http://www.barasrizal.gov.ph.

    saludo ako kay monet perfect ang attendance,minsan diyan din makikita ang kasipagan ng isang manunungkulan,laging nasa trabaho,sana pamarisan ito ng iba pa,dahil kung lagi kayong late sa trabaho lagi rin kayong late sa mga responsibilidad nyo,saka proud ako diyan kay monet bata pa lang yan idol ko na yan,kasi matalino na masipag pa at marespeto sa kapwa.ok yan lang po mula sa coffee bean & tea lea leaf ng dubai……

    I agree with most comments that posting the attendance of all SB members will show one aspect of their performance but posting their bills, ordinances and other matters that they have proposed or have spearheaded will show if they are really for the legislative job. Kudos to Kon Monet Matignas for having a complete attendance. but i would love to see you as an abogado de campanilla. I know he is capable of being a good vice mayor or even mayor later on. but i believe he can help more barasenians if he is a bar passer. and i know he will pass the bar in 2010. Running for vice mayor on 2010? only God knows. Good luck!!!!

    Tama ang suggestion ni Maricel Young eto ngawa nga ni SIr Herbert ang website sa kanyang personal na pagsisikap bakit hahanap pa sila ng iba me malinaw na site ang Barasrizalonline.Kahit bayan lang ang BAras kayang kayang gumawa ng paraan para sa progress tulad ng Marikina at antipolo City na dating bahagi ng probinsya ng Rizal. Maliit na bayan ang Baras pero malaki ang iaasenso nito kung talagang nag-iisip at isasakatuparan ang para sa ikauunlad nito kasama ng taong bayan di lang ng mga pulitiko.. Magkaisa!!!!!

    Believing that the most reliable way to anticipate and see what lies ahead of us in the future is by understanding what we have at present time, i am optimistic that publication or posting of what our local leaders have proposed, accomplished and enacted into laws would inspire most Barasenians to be more socially responsible and conscious; that the future lies not just in the hands of our local leaders but with what resides in the hearts of the community people– the desire to be part of the attempts and struggle to move forward together for BARAS to be not just “center of centers” but a CENTER OF INSPIRATION towards a showcase of great revealing yet untapped resources.

    true enough, attendance is a key performance indicator but what counts more than a perfect attendance is the manner by which they have spelled and put to life the promises they had during their promotional campaigns before the last election.

    how far does each one of them have gone their way towards fulfilling their platforms?

    only the one who eats the dish knows how it tastes. so far, it seems that very few among our local leaders have flavored their “dreams” for the Barasenians.

    Websites are the addresses ONLINE of its owners and if it is in disarray produces negative impression to its owners, it represents or misrepresents how the municipality is managed. Contents are the lifeblood of websites so it is very important and crucial that the municipal administrator / mayor provide them to the website administrator for proper posting. It should present information that are relevant and should enhance the identity of the one it represents.

    I should have write constructive comments way before but i keep it myself thinking that my words might offend people ire especially that most of the local leaders are our kumpadres, close friends and close relatives of my husband. Maybe not to them in particular but to some family members who don’t understand what constructive comments are… For so many elections that had passed, years back when I was still actively participating in the local political agenda of the elected leaders in this town, I was able to witness the best and the worst of them… since my husband is also a local government employee for almost 22 years now. I remarkably appreciate the efforts of my kumareng Susan and her staff for the publication of the attendance of the Local Law Makers (SB Members) that way, it will encourage some Barasenians in other part of the globe to help our local leaders in creating more projects by means of paying their real estate taxes or any others taxes for that matter. My only hope is that, maybe you can also publish the IN and OUT of the funds… It is a better pill to shallow for our local leaders in helping each other make our town more progressive and nice place to live…This will also encourage local and foreign tourisms investors, upon visiting our site where local leaders accomplishing their duties in terms of honesty and patriotism…We would be proud to our people’s campaign for votes not wasted..DON’T LET HISTORY REPEAT ITSELF…You know what I mean..

    Good job Herbert, you’ve just did it right…but maybe its more complacent and remarkable if you can convince the Local Officials in the transparency of funds and publish the reports on this site. People has a mandatory obligations to pay taxes according to Law. Its neat list of figures will inspire constituents to support our local leaders advocacy in making their vision an achievement. I just hope they(Local Officials) are not in their coveted seats only to receive salaries in return to the expenses they incurred during their campaign, Thus, to reinvent themselves to be more responsive to the current and future challenges. I salute Mayor Willie Robles for his implementation of unconventional project like the Biodiversity Conservation that aims to build more conscious and responsive constituency. His confidence has allowed people to spread their wings to conquer new territories… Likewise, I appreciate your efforts Herbert, for creating this site and your magnified works tenfold. Its amazing on how much you can do to show that everyone has a role to accomplish. Changes is the only permanent in this world, and that changes for the town of Baras, its improvement and progress lies to the Local Officials that had been trusted by the people.     good job for herbert for his effort to record of what is happening in the town of baras.i agree with best bread that not only the perfect attendance is the sole basis of key performance indicator,or the mere [presence during the session proper,but how the said member/s perform his duties on the floor.I knew for so long most of the members of the SB, and I can tell they just attend the session for it is their duty and not as responsibility to take part in discussions during sessions.
    Maybe,if I may request Herbert to also publish the attendance record of all municipal employeesfor it is also a key performance indicator of the municipality and not only the SB.You may access the said records to the HRMO-designee.She’s amiable to that.
    Also, I heard that there is an “Iron Lady” in the municipal hall,manipulating all transactions of the said agency.
