Baras Rizal Online made its own tally based on the figures published per precinct. As of 2:30 am, the following are the figures. It must be noted that in some precincts, not all results were identified. There are also some results per precincts that are yet to be published. Baras has a voting population of 19, 302 as of November 2009.</p>

<p>It&#8217;s a close fight between incumbent vice mayor Armingol Pilapil Jr. and third-term councilor Renato Llagas. So far, Pilapil earned 5, 418 votes while Llagas has 5, 107.</p>
<p>Meanwhile, administration candidates are in the top spot for Sangguiang Bayan members. With the exception of Carlo Llagas who is a member of Liberal Party, and Hector Robles who ran as an independent candidate, the rest of the top 10 are members of the National People&#8217;s Coalition-Nacionalista Party of the administration. Based on official poll results, Robles, 53 years old, won in Clustered Precinct 19 of Barangay San Miguel where he is a voter in precinct 0076A. He got 547 votes while former mayor Dionisio Garciano got 48 and former vice mayor Villamor Ocampo got 169 votes.</p>
<p>He also won in Barangay Mabini where Garciano, 50, is a registered voter in precinct 31A (CP 7). Robles got 472 votes compared to Garciano&#8217;s 109 and Ocampo&#8217;s 100.</p>
<p>Robles got the majority votes in CP 22 in Barangay Santiago, where Ocampo is a registered voter in precinct 95A. The mayor earned 375 votes, a close fight against Ocampo&#8217;s 341. Garciano got 11 votes.</p>

<p>-singitan with a twist. The elderly and disabled are allowed to cast their votes without the need of lining up. Their relatives accompany them and thereby are also allowed to vote. Don&#8217;t want to wait in line? Just look for an elderly and &#8220;assist&#8221; them</p>

<p>Noong manalo ako nong 2004&#8230;</p>
<p>&#8230;napakabigat na tungkulin ang aking sinalo. Bangkarote po ang ating bayan. Maraming mga baluktot na minana ko, na ako ang nagtuwid para sa bayan.</p>
<p>&#8230;Walang kagamitan ang munisipyo. Dumating ko noong 2004, wala akong lamesa. Ang ating kapulisan, walang gamit o sasakyan. Ang lahat ay sira. Pero ngayon, ilan ang sasakyan ng ating kapulisan? Ipinagawa natin yung 2 luma, bumili tayo ng 2 motor, nakakuha tayo ng mobile. Bumili tayo ng isang speedboat.</p>

			<content:encoded><![CDATA[<p>Admit it or not, this year&#8217;s election is a three-cornered fight among Mayor Wilfredo Robles, former mayor Dindo Garciano and former vice mayor Villamor Ocampo. I was able to listen to some speeches the other night, on the proclamation rally of the Robles camp. Last night, the Garciano party held a campaign meeting in Barangay San Jose, steps away from our house.<br />

From now on, whenever I have the chance to go to a political meeting, and have the chance to record it, I&#8217;ll post it here. For the meantime, listen to Dindo&#8217;s speech. I still have to edit the speech of Councilor Ramon Matignas as there are some inaudible sections (I was taking pictures and recording at the same time.) Herewith, however, are their side by side tirade against each other.</p>

Monet Matignas: &#8220;Sinasabi, 40 million ang utang ng pamahalaang bayan. Malaking kasinungalingan. Dalawa lang po ang utang ng pamahalaang bayan. P 20 milyon mula sa Landbank. P 4.5 million mula sa LLDA sa Liscop project po nila. <strong>4.5 million, babayaran ng 15 taon. Kahit nga po isang taon, kayang bayaran ng cash yan</strong>.&#8221;</p>
<p>Dindo Garciano: &#8220;Inamin nila na nangutang sila. Hindi nila idineny na nangutang sila. Inamin din nila na ang isinanla sa utang na iyan ay yung Internal Revenue Allotment. Pero sinabi nila na kaya raw bayaran ng isang taon lamang ang utang na iyan. <strong>Isang malaking kabulaanan at panlilinlang ang sinasabi nila na kayang bayaran sa loob ng isang taon.</strong>&#8221;</p>
<p><em>On geographical information system and getting financial assistance:</em><br />
Monet Matignas: &#8220;Sa automation, napakagandang proyekto po nyan. Kinuhanan po yan ng satellite picture ang Baras. Malalaman natin ang lahat ng lupa sa Baras. Mabubuwisan po ito. Makukuha po natin yan, revenue generation po yan, babalik po iyan. Lahat ng pwedeng buwisan sa Baras, makikta po natin yan. <strong>Sinasabi po nila, namamalimos sila sa matataas na tao sa gobyerno. Hanggang kailan po tayo mamamalimos? Ngayon na po ang panahon para tayo ay tumayo sa sarili nating mga paa upang tayo, makagastos mula sa sarili nating bulsa.</strong> Para sa bayan po ito, hindi po ito para sa amin. Maraming bayan ang gumagawa po niyan. &#8221;</p>
<p>Dindo Garciano: &#8220;Magandang proyekto po yan, subalit, yan po ay isang proyekto na parang ang isang mahirap na pamilya ay nagaambisyon na bumilin ng BMW&#8230; Ako po ay nagambisyon ng national project noon. Inambisyon ko na magkaroon tayo ng Baras-Pinugay road. <p><em>On shabu raids:</em><br />
Monet Matignas: &#8220;Si Mayor daw po ay kasabwat sa shabu laboratoty. ako daw po ang bagman. Kung bagman po ako, ang pinta ng kotse ko, kumukupas na&#8230; Kasama po ang punong bayan sa pag raid sa shabu laboratory. Nakakahon pa ang mga kemikal. Pati yung mga makina sa paggawa ng shabu, hindi pa nagagamit. <strong>Kung kasama po si mayor dyan, hindi yan sasabihin kay mayor, para pati siya, mahuli.</strong>&#8221;</p>
<p>Dindo Garciano: &#8220;<strong>Makokosensiya ba ako na di bumalik kung nagakakroon ng mga raid ng mga shabu dito sa ating bayan</strong>. Kapag ako ay pinagtiwalaan ninyo ako ay magaambisyon uli ng isang ambisyosong proyekto na hindi kayang bayaran ng munisipyo. Ipagpapalimos ko ulit. Yan po ay ang pagpapatayo ng drug and rehabilitation center dito sa ating bayan.&#8221;</p>
<p><em>Miscellaneous:</em><br />
Monet Matignas: &#8220;Yung kritiko nga po eh, laging binabatikos ang ginagawa ng punong bayan. Nung nagkasakit siya, ang bumuhay sa kanya yung isa nating ambulansiya. Wala pang 30 minutes nasa Maynila na. Meron po bang lumapit sa tanggapan ng punong bayan na hindi natulungan? Hindi po namin kayo lolokohin dahil pangarap namin na iangat ang antas ng bawat isang mamamayan dito sa ating bayan.&#8221;</p>
<p>Dindo Garciano: &#8220;Ang sinasabi ko dito ay naayon sa batas. Siya ay hindi tapos ng batas. Siya ay nagmamarunong lamang na alam niya ang batas. Ako&#8217;y pumasa sa pagsusulit ng mga abogado. Monet, bago ka magmarunong, pumasa ka muna sa bar&#8230; Napakalaki ng pangangailangan ng ating mga magsasaka. Bakit ang isa tagasiyudad pa, na lumaki ako sa siyudad, ang umiintindi sa problema ng mga magsasaka, kaysa sa isang taong kapareha ni Willy Robles na dito lumaki. Based in a document posted in their local office, the following are the areas where candidates can post their campaign materials:</p>
<p>-In front of the old municipal building, along JP Rizal street<br />
-Basketball court along JP Rizal street, in Barangay Evangelista<br />
-In front of the new municipal building along JP Rizal street, Barangay Santiago<br />
-Corner of Sitio Pader road to Pinugay Elementary School, in Sitio Pader, Barangay Pinugay, and<br />
-Painaan Road corner Marcos Hi-Way, Sitio Painaan in Barangay Pinugay.</p>
<p>The Comelec office&#8217;s door is locked so no interview can be done with their officials.</p>
<p>According to Comelec Resolution 8758, &#8220;common poster area&#8221; is defined as &#8220;a structure&#8230; that is temporarily set up by the candidates or political parties for the exclusive purpose of displaying their campaign posters.&#8221; Comelec also identified the sizes of the campaign materials. Posters that are made of cloth, paper or cardboard should not exceed two feet by three feet, while streamers should not exceed three feet by eight feet.</p>

			<content:encoded><![CDATA[<p>In the next few weeks, I wouldn&#8217;t be surprised if I see tarpaulins about some clans announcing their reunions. It&#8217;s election time again and it is the perfect opportunity to rekindle and reestablish the connection to the family members. Politics, after all, is addition.<br />

This brings us to an often repeated comment here in BRO, that some tend to vote candidates just because they belong to the same clan.</p>
<p>Personally, I see nothing wrong with voting for a relative. What is wrong, however, is to vote for them merely because they are a relative.</p>
<p>Here&#8217;s a case in point. My great grandfather in my mother side was a former councilor. My grandmother is a Matignas before she got married. And then back in the 90s, I remember having attended a reunion for the Pilapil clan in a local resort. Being their relatives, even if it&#8217;s to the nth level of consanguinity, doesn&#8217;t automatically that I will vote any Matignas or Pilapil come election time. I still look for track record, leadership and genuine intention to serve as my considerations in voting for a candidate. Plus, Baras is a small town. Almost everyone knows everyone. If maybe one will create a family tree, there must be way to find linkages on families you don&#8217;t even consider as relatives.  </p>
<p>What if they are not your relatives? Maybe they are your neighbor or a friend before they became interested in politics. Again, I see nothing wrong if I will vote for a neighbor or friend, or even a classmate, but only if they have the qualities of a good leader. If they are members of an organization that I am in, and they have proven themselves in that organization, I have no reason not to vote for them.</p>
<p>So, for me, to make a sweeping statement not to vote for a relative is just plain wrong.</p>
