Given the present population level of Baras and using a desirable ratio of 1 policemen for 500 persons, the municipality needs a total of 49 policemen. Assuming the same 1995 population distribution per barangay, Barangay Pinugay requires about 22% of the demand.

During the period 01 January to 31 December 1999, the Baras Municipal Police Station has a recorded a total crime volume of 34 crime incidents. Crime rate during  the period is 9.87, index crime is 3 cases, index crime rate is 10.45 and the monthly index crime rate is 0.87. Crime solution efficiency in the period covered is 97.05%.

In the campaign against regulated/ prohibited drugs, ten (10) drug pushers and fourteen (14) users were apprehended. Police operations yielded a total of 19 persons by virtue of issued warrants of arrest. In the campaign against illegal gambling, four (4) persons were apprehended, and gambling paraphernalia were confiscated.

The Baras Fire Station is located just outside the poblacion in the New Municipal Building. The municipality has devised a standard operating procedure briefly outlining the course of action of the station in case of fires. The Plan outlines the action in case the fire broke out in the Fire Station, Municipal Building and Public Market. It prioritizes the evacuation of casualties, followed by records and documents, office equipment and supplies, fire trucks and other fire fighting equipment and personal property. Although, the effectiveness of information dissemination to the  populace has not yet been seen.

Though not really comprehensive, the plan indicates the concern of the municipality in case a fire breaks out. It should be noted that one major problem in case of fire, are the narrow roads especially in the interior parts of the poblacion.
